Stories of flash floods in drains are more often the stuff of urban mythology than urban speleology. Most drains are mere piping with the occasional feature to slow the water down. Few drains are susceptible to being bombarded with water by their administrators - the mechanisms generally don't exist. This is not to say industry might not suddenly release a large body of water into the system.
